Setting up supply contracts (Little Upsilon)

Is anyone else using supply contracts between state corps, and if so, are you getting 100% of the supplies you need?

After setting up my first round of supply contracts, I have noticed something...they are all buying less than they need.

Apparently the contract is throttled back to whatever % production the buyer corp needed at the time. So when the buyer corp grows bigger and needs more supply, the contract is fixed too low.

What is the solution? Should I wait until the corp is near 100% production to establish permanent buying contracts?

I go in periodically and and apply for more contracts from local contracts only to see if any of my corps are producing enough products that they can sell some more of them to my corps that need them.
