Garrison Units (White Giant)

I have a question about the garrison units. Are they different than regular military units? When I click on them to figure it out its asking if I want to deploy my troops or recall my troops. I think it offers both not 100% sure. Should I create these units or should I just stick to the other various military units? Help would really be appreciated. Thank you

Garrison units defend single targets in your country and aren't mobile. I believe (correct me if I'm wrong) that defensive forces will not defend your country unless organised into garrison units.
