I am trying to turn off secured mode but it says i have off. reserves, so i reactivate but a month later it appears there have been more deactivated what can i do.

You need more staff for your army (low lever workers and/or medium level manager) and/or military bases. Bit of advice if its not letting you come out of secured mode theres a good reason, I think your main motive is to attack another country in this case you will get killed, because you lack the military might for the game to let you come out of secured mode.

No im not trying to attack any thing i just want to get out of it then get back in so i wont have to deal with problem again.

I think you may have misread something. As Angus stated, you need LLW and MLM to run your military. Your country has 600,000 unemployed Medium Level Workers -- that's not the same as Medium Level Managers.

I recommend you aim for at least 50,000 unemployed MLMs...100,000 would be even better.
