How to transfer population and money between countries (Little Upsilon)

can someone tell me how to do this? i have been looking through the game for some menu or page where you can but i can find it. help VERY appreciated.

On one of your country pages, at the top, you'll see a line that says something like, "Empire: Leader (X countries)" Click that link.
