The finance index is based on the ratio of your income and expenses. So either increase income, or decrease expenses.

To increase income build profitable corps. Keep them upgraded and at 100% hiring. Be nice to CEO's.

To decrease spending be very cautious about military spending. Maybe deactivate some weapons.
