Make sure your education points under education priorities only add up to 120, more than that make no difference. If your economy is bad you need to begin building a good education index. I am willing to trade you some teachers and university teachers for other workers you have in excess. You won't be able to fix your employment problem until you get your low level workers educated. Depending on how many population you bought this could take awhile to fix. So, to summarize, if you have bad economy and bad employment you need to educate teachers and university teachers immediately, or get them by trading. Your education index should be around 200.
