Shortage of Military Items (Fearless Blue)

I have not seen this question anywhere.

If both garrisons and military units require an item that is in short supply countrywide, which one gets them: the units or the garrisons?

I guess you're talking about an item like gasoline or military supplies?

I would assume it's the ones that show the need first. First come, first serve.
