Transfering country funds to state corp? (Kebir Blue)

Trying to bolster state corp 'rosso home equip' welfare (debt and loss 8( ), by transfering state funds (is this a good idea?, bit of an experiment for this newbie) and in readiness for loan repayment, game tells me I can't, must be a positive amount??? Tried all combos of MSC$, BSC$, lots of zeroes, even tried entering negative amount, -xBSC$, can anyone enlighten me (in what has now become 2 questions)? Thanks in advance, live long and prosper.

It is fine to transfer funds to corps. If the same corp always requires an infusion of cash, consider closing it.

Strategic corps require regular infusions of cash.

Loan repayment requires cash greater than the loan.
