The description for level 2 for my enterprise involves a defense of 75. Can someone explain that that means?

Your enterprise can't reach level 2. Levels require a combined effort between your countries and CEOs. |

Basically for level 2, you must own a country and a CEO on the same planet and reach goals for each in a combined effort. |
