How is sending relief scored? (Little Upsilon)

I see "most helpful players" can receive thousands of points by sending relief, but how is it calculated?

Does sending relief from slave to slave produce points?
Is it by value of relief?
Does relief that is needed by the recipient only count?

I cant tell you how relief is scored, but i can tell you that sending it from slave to slave is scored. I found that out when I had a major earthquake in one of mine.....
