Allow players to build ports, which could not only be used as a game factor in the support of naval fleets, but could also allow them to launch a merchant marine, either corp or state owned, that would trade with other nations.

I suppose trading between nations would bring up the whole question of having different countries have different resources. But it could also be based on the type of products produced by the corporations in each country, i.e. the trade would be based on exchanges between nations, selling what they have to get what they need.

While a good idea. You don't even require a lake, river or even sea boarder to utilize navy in SC. Since ships can sail on land ports would be relatively pointless.
