Local markets and statet corporations (White Giant)

Apparently i assumed to much but... shouldnt state corporations automatically look to buy resources and services/sell resources and services to other state corporations automatically unless told otherwise?

Also i think there should be a local market tab to be able to set this up and manipulate it. maybe i havent unlocked the secrets to this yet in the game but if there is a common market tab i feel there should be a local market tab so i can get the most out of my state corps before they go out into the 'open' market to buy and sell goods and services.

That is right. It is already in place.

Go to the common market tab at the top of your simcountry screen. First open "offer contracts for products your corpor...". Offer 100% to local and/or common market. Then go to the common market tab again and open "accept contracts for products your corp..." also for your country.

There is an option to use only local markets in each one.

ive done a little extra reading and your warning seems to be repeated over and over again. i only partially understand this... in my mind my first electric company is supplying my state with the needed electricity for my citizens to watch tv, use lights, allow traffic lights to work etc, and my second is covering for the rest and selling its excess... but apparently the profit lies in selling all of my electricity to the highest bidder, yes? how is my work force supposed to be even remotely productive if all of my office buildings and hospitals have no power... maybe i am taking this to literally but it seems that there should be certain base costs of keeping my country running meeting certain power costs, food etc... maybe im still to green. thoughts?

Your country will put offers for products you are in need of on the market to be filled. It will do this automatically unless you turn that option off.
