I have made a proposal for this and other labor trades.

To get this process started, the gamemaster should start with a simple trade in the direct market.

Seems simple enough.

Question for the veteran players. How many times do you invade a c3 just to fix your labor mismatch?

me either lol. Proly one of the last things I have ever done in a c3.

Invading C3s for pillage is something you do early game - after that, the employment index should probably never fall below 90 (and it stays that way for years in real life). :P
