Currently, the various worlds do -not- reward Gold Coins for multiple achievements on different worlds. You can only receive an award from one world.

The Security Councils should, then, operate the same way. If you are invited, you can only accept membership to one Security Council.

From observation and experience, most of the Security Council members in the current system don't even vote on proposals. About 20 total members will often get 1-3 votes total for Resolutions. Having a small group of leaders control every Security Council allows abuse of power and is discouraging for new leaders.

There are many good, competent and dedicated Presidents on each world to easily make for balanced, diverse, and effective Security Councils without needing to repeat leaders.

Security councils are an absolutely toothless pointless waste of time, as they are currently set up.

If you're now jumping up and down saying "shut up Crafty, you asshat, what about the 5T they can give to new players..." why not just increase all new players beginners bonus by 5T.

Forbid Nuclear Weapons
Forbid Nuclear Facilities
Forbid Nuclear Attacks
Enforce Peace Treaty
United Development Aid

Like those do anything

You want them to be powerful remove war levels

Nukes

The GM needs to make them worth while
When launched they kill, wound, and displace

Killed - should die
Wounded - go to war hospitals
Displaced - Leave 10% over 12months *first 2months dont count so a player can all for aid*

RIGHT THERE nukes have a POWERFUL meaning and the Security Council has something to do
