Many countries in transition or otherwise outside of "normal ranges" (e.g. server exception noted), in fact do not neither need "auto-help" nor are controlled by "beginners".
The auto-help function "Beginners and general economic protection" has been secretly (hidden function) turned on in several countries in these Empires and in many others as posted in the forums and live chat (Simcountry Cafe').
Several senior leaders have asked for an additional option that would permanently disable the auto-help functionality, even when outside "normal ranges". In addition, even "beginner" or new or junior leaders have been severely confused by these hidden features or frustrated by the sporadic, unpredictable, and subversive "server-side control" as expressed with the auto-help re-activating without the leader's consent, authorization or knowledge.
