Worker numbers reset in C3 (Kebir Blue)

Could the GM please revisit the number of hi-tech engineers that a country has when it is reset to C3 status. At the moment 18,000 seems to be the default. With corps now needing far more workers, and in particular HTEngs, the current settings create mass employment even in the best paying CEO corps located in C3 countries.

There are too many HTE needed per corp. Reduce down in some corps which are more service based, like Hospitals etc.

Agreed they do need more it is always HTE which is hard to find when building CEO corps in C3's.

Does anyone know if this number was ever changed as the corps got bigger or did this effect get forgotten?
