A way to make its so new countries can't keep on buildinging companies (Golden Rainbow)

put some sort of restriction so when they hit this limit it will say too many companies
like it will say your utilitzation is too low you can't build any more companies.
like maybe 50% util
that would help server strain

Probably someone's former built up country that was deregistered and then adopted by someone else.

Maybe those are all Cargo Shuttles corporations producing 0.005 Cargo Shuttles per world month each ;)
