Number of different federations (Little Upsilon)

I've noticed on this game there is soo many different federations of which most of them are a waste of time and a lot of their chairmans never seem to be active. The thing i'm trying to say is, is that I think only full members of this game should be able to create their own federations, not the free members of this game though, they should only have the option to join other federations.

i must disagree considering i am a free member and very active although maybe free members cant found federations but they should still be able to lead them but only if they are elected
