C3 building (Golden Rainbow)

I want the c3s to go crazy on building med equips and mil service being they are always severe shortage and don't run that well. like maybe build 10 a month or something. they can not run well at 300 salary

Can C3's even build corporations that require either game level 2 or 3?

they can build anything they seem not to build air tran though. c3 don't care about levels like enterprises

Air transport corps require airports. My guess is that's why C3s don't build them.
