Firstly, make the game more social. Encourage new members to join Federations in order to get to Game Level 3. Feds will support new players and thus increase new-player retention rates.
Secondly, make the war game more accessible and get more players back to PvP. I have read in many conversations that even back in the day, PvP was unusual but even so, many still had the threat of war looming over their head.
Thirdly, encourage more enterprises, make them more profitable, upgrade their homepage and cut the cost of keeping one from 30gcs a month to 10gcs/month.

Its a skill you can learn Matt, just as complex, if not more so, as the economic game.
It also has the additional benefit of being against a real person, not a computer program.
So if you think war is just about two countries nuking each other to nothing, then you are showing your complete lack of knowledge about it. In which case you should really not comment. Hush youngster and stop jumping on other peoples band wagons.
