How to promote pvp while keeping protection out there for new players?
Federation War level - remove war levels as a consideration in Federation fights. Any new players in a Federation have recourse to help from Federation members.
Federation Requirements - in line with the above, require a certain game level for the prospective chairman to start a new Federation. That would ensure at least one member of the Federation knows what they are doing, and an avenue of help for all members. If a Game level is not desired, having to pay GC or SC$ to start up the new Federation could be used instead. (Having to either earn them ingame or purchase them - again in line with the same thought.)
Federation member requirements - implement a system letting the Federation set certain limits prospective members have to reach to qualify for joining the Federation (I'm thinking Offensive/Defensive/Strategic Indexes or War levels.O
