Here's a suggestion: Make it possible for presidents to upgrade the quality of weapons and ammo in naval task forces, just like they are able to do for weapons in other military units.

I've tackled the naval problems in the game and it seems the GM just ignores the problem. The navy right now is basically useless and most difficult to move.

If you will notice, there is hardly anything of value in playing the game with a navy.

Also can defensive fleets who are in range defend your country like how the way helicopter and interceptor wings do? because if they don't whats the point of them as an enemy player will just avoid them just to save on war costs.

They're offensive weapons James. Enabling you to attack anywhere in the world. The defensive weapons on them are designed to defend your fleet because destroying your navy will be high on any opponents list.
