I don't know whether a system like this could work but I thought of another brainstorming idea from another similar online game to this one as I believe this one would have benefits and flaws, but no players on this game would not be safe at all which will either have an 'Independent' or a 'Puppet State' status which will mean no war levels. My idea would work like this.
Puppet States......
If a player who has less than 4 countries for example, and has one of his countries invaded by another player, they will still get to keep their country after they have lost the war.
When a country has a Puppet State status, that country will only be able to declare war on the country that invaded it if they wish for their own country to be independent again, but they can still also join other PvP wars that are already raging elsewhere in the world.
However they can still invade C3 countries if they wish, but

It seems very complicated for the GM. I think they have bigger priorities. I like it, but the GMs wont be able to do it

Thanks and I understand where you're coming from with the GMs.
You know, i'm thinking about developing this further as I beleive this could replace the unrealistic war levels as obviously they don't exist in real life, but the idea of "puppet states" do. I believe the Independent states can act as war protection for those puppet states of where you can choose to be a puppet state of an independent one, but once you become one you would have to fight for your independence.

No in fact, you could send a request to the Independent state kindly asking for your independence.
This is how the war invasion system would work.
Independent state >>invades>> Independent state = becomes a puppet state.
Independent state >>invades>> Puppet state (the aggressor) = Puppet state still remains a puppet state.
Independent state >>invades>> Puppet state (Of another player) = Not declarable
Independent state >>invades>> C3 country = will gain the country and becomes another independent state.
In federation wars, the independent states can go the offensive for other independent states and also for puppet states who wish to gain their independence.
Puppet state >>invades>> C3 country = becomes another puppet state of the same independent state who owns that puppet state.

no i actually like this alot gives you an opportunity to be involved with your country even though it is conquered and gives your friends an opportunity to free you

Thanks Jark, thats 2 of you who likes this now and it is true what you said. I'm sorry if it's a little bit complicated as I hav'nt perfected this idea yet, i'll probularly end up redoing all this and will make it all more easier and simpler to read.
My aim of this idea is get rid of the war levels, war protection and especially the complete take over of your countries of what you worked so hard to build up, as my idea would guarantee you upto at least 4 countries without someone else taking them away from you, even though you are conquered.

Ok thanks Andy, it's just that I hate having to redo this onto another thread as I don't want to get accused of spamming this.
But please read my idea of this that I have rewitten, which is much easier to understand now, and is on the 'New version of Independent/Puppet state Status' thread on the suggestions page, and thanks for replying back to me on this thread, I very much appreciate it.
