Can the GM look into maybe also allowing upgrades to happen well ammo is in a military base?
Making and upgrading the unit is fine but some weapons(mostly offensive) run out of ammo during war and need replacements and if the Q is very high even adding 300Q would DRASTICALLY reduce there fighting strength. This is seen in offensive units or mobile units. Once you use the ammo its replacements can force the Q down 150+ fighting strength easily and during way this makes a huge impact
