Perhaps raid a C3 then you can exchange professionals for other professionals. Just be near the 20% more mark.

Do what I do. Have an education index of 150 and focus on getting effectivity.

higher skilled people should be able to be changed into any lower class profession. now only for the llw, mlw,and hlw professions.
