I find that I have a protection I do not need. It is the one provided by war levels. As I pointed out in another thread, there needs to be more incentive to be a higher war level, so players who can raise war levels do so, but this should be an option available as well and has its own merits. Why should my war level prevent wars that I and another player want to be involved in?

I propose a way to choose for your empire to be removed from war level declaration limits. This change should be permanent the same way as raising your war level. War level 3 should be a requirement to make this change. If this limit is removed, the way it would work is that players within three war levels can declare war on your empire as normal. In addition, other players outside of this limit can declare war on your empire if they have also removed their war level protection. This part is important. The only wars that can happen outside of the normal three war level limits are ones in which both empires have chosen to remove their war level protections. This is to prevent one player from being able to declare war on another with the rest of their empire protected by war levels.

War levels need this additional flexibility. Lets leave this on the suggestion I made and leave other suggestions on other threads. Any additional comment on this idea?

This would mean that using you as an example Aries. You still could not attack a wl 5 for example but they could attack you. This seems good. If some lower nation thinks they got what it takes enough to start the fight they should be allowed to.

I think that after wl3 your war level should float depending on your military strength. Never bothered work on the details but something where if a nation has access to X size fighting capacity (empire wide and including ceo stockpiles across planets if they have space shuttles) than they are at Y war level. if they buy more units or sell/loose some they move up or down. Real ranking of force.

Using me as an example. I could choose, and would choose, to drop my protection. I could not attack, nor could they attack me, a WL5 unless they too make the choice to drop war level protection. If they make that choice, war levels would not be a consideration between whether war could be declared between my empire and theirs and would work both ways.

I would again ask that other suggestions be on other threads. I am not suggesting a removal of war levels and I would not agree with tying war levels to military strength as this could be easily manipulated.

We have recently relaxed the limitations.
you can now attack countries if the difference in war levels is <=4.

we have also made changes to encourage and convince more players to cross the barrier and move to war level 4.
