Efficiency upgrades - Hospitals, Schools, WTP

It seems to me that I make a lot of schools and hospitals. What about offering the ability to upgrade what I have to make them more efficient, take less teachers, cost less, and lower the indexes. If I am able to have a Q for my schools, like my weapons do, I could then avoid having to build more, hire more, etc. This way I could have more workers for other businesses and less expenditures in my monthly/yearly cost of ed.

It seems to me the numbers are pretty high as they are. Take for example California has 35.3 million people and one of my countries only has 26.3 mil. Yet I have more students enrolled and for a good index I need thousands of schools more than CA. CA has 8678 schools both Elementary, private, middle and High. And they have 9 million more people than I do. Yet in order to maintain a 129 I have to have 9689. Seems to me we can lower this number some. Maybe having a Quality effect could allow us to make less.

So you would say Canada also has an above needed number on schools?

The Q-Problem is true for all infrastructure, I would support the Efficiency upgrades on Infrastructure. Maybe not on roads and train tracks, but all others should be easily explainable with some lore.

I think that Canada and my country have little in common and should not be used as the model of education numbers. Philosophically I believe it is possible to increase school size and scope without lowering the educational effectiveness. The Q issue could address the efficiency and costs of schools while continuing to deliver on educational or health goals or water treatment.
