I suggest a change in the Chemical and Tactical nukes roles.

#1 - Allow them to be used in sneak attacks.

#2 - Allow chemicals to target military units(it wouldn't destroy the weapons but would kill the soldiers).

I think doing this would give strat weapons a little bit more bit and would make them more useful.

#2 is the idea I like out of those. #1 could get ridiculous.

I think people need to actually fight for this to apply though.

So the universal "attack a military unit" would be chemical weapons seeing as it would be impractical to have their counter deployed to every military unit? Seriously, would it target navies, air force units, mobile units, and every ground unit? How would these units defend themselves?

-There would be mobile units to help protect against them.
-Garrisons would still be active.
-Stealth and conventional units could counter attack the chemical batteries.
-Missiles can only be used once per 8mins.

Plus the GM can factor in fighting levels and that level dictates the damage. Im not in ANYWAY suggesting that a single chemical missile SHOULD kill everyone in a unit, but it should kill some. Plus lets say the unit is under 75% staffing rate, that Unit is then unable to participate in offensive actions unit it has regained it needed man power. Doing this would no way make them the ultimate attack weapons.

With stealth/conventional missile auto attacks, mobile units, and being able to hit someone else nuke bases doesn't give them a massive edge, if all they do is kill a small amount of troops.

More wars where lost because of no enough man power not because they lacked weapons. I'm just trying to come with some creative ways to make some additions that don't involve kinetic bombardment.

There is a lot in that talking about what you are not suggesting. Let's be clear about what you ARE suggesting.

1. Which military units will it be able to target?

2. How much damage does it do? Is it a set number? A percentage?

3. Should stealth/conventional counter-attacks be able to target these attacking strategic weapons directly?

4. How will free members prevent this troop loss?

5. What is wrong with kinetic bombardment?
