C3 Countries Counter Attack

If this is already in the game I am sorry but I couldn't find anything on point one way or another

I propose that at levels the C3's Counter attack the attacking country. Maybe bomb a fort or detroy the oppesing offensive army before they attack. I don't think it should be possible for a C3 to take over a country but if the attacking player's war index gets below 10 or 25(flexable on this) then the war is over and the player that attacked the C3 can't attack a C3 for 1 game year or he gets war index back up a certian amount.

He could attack another player or another player could attck him (except a country in secured mode).

This could make defense more a part of the game I think and make sure you have a your country depefended before you attack a C3

I see some players get mauled by c3s already. Some units, like stealth, indeed do counterattack and are available to c3s at higher war levels.

I think c3 wars serve their purpose right now. You need to develop a moderate understanding of the war game to take them effectively and that learning experience is what they are there for.
