New war tactic

I think we need to have a new type of war such as being able to fund rebels in other enemy countries. The idea of this is based off of another player who gave ideas on police fire, paramedics etc. Because of this i think we should be able to fund people inside other countries able to cause other disasters like terrorist attacks etc. Counter intelligence programs. This would also mean we would have to increase income for countries. Terrorist stuff can actually be used against people in a safe mode as well. The ability of being able to fund rebel groups would definitely start a rise in PVPS. We would need a homeland security department though which would include police fire paramedics just like with education we have schools, high schools, and University's.

I am not sure I would support this in any form but I would have a huge problem if my well-funded counterintelligence could not tell me who is responsible or if war level protections, secured mode, or temporary war protection was to prevent me from smacking them in the face when I found out.

^ this would be mainly for slave state in which you would wage war against, Im getting tired of getting into some type of yelling fight where than we cant smack them. Its BS on how palyers are not moving forward. The stuff i put in after this post would ensure that everyone is able to get hit in some way but even smaller countries can fight back as well.

In my opinion as a long term player. I like the idea but the application in this game would be massive and would have MANY flaws.

If one wants to spread terror they only need to use sneak attacks, drop nuke, or C3 war raid.

I think adding terrorism acts wouldn't help increase warring and in fact would detour people from warring.

I thought 'the roving eye' was our resident terrorist/counter intelligence super sleuth
