Right now, some transactions between countries in your empire work smoothly - population transfers are automatically approved, and send no messages. But some suck - sale offers, for example, are *not* auto-approved, and they all send a message to your main. I want all these sorts of things - corp construction requests from your enterprises, sale offers, and so on - to work like pop transfers do. Automatic approval, no messages. Hopefully that'd be an easy change.
