As an added benefit or bonus of being a member of a federation is instead of going to GM for gold coins a member(s) of a federation could assist other members financially or economically (we see that today in the European Union where Germany and France are helping out Greece and Spain, also to a lesser degree the United States where rich states help out some of the poorer ones).
