Allow gasoline corporations to be built by level 2 people

Its just because inorder to move units you need gasoline and that the market seems to have run out of it.

Why not increase the amount of corperation that can produce gasoline by allowing level 2 people to build them as well?

Not much difference from level 2 or level 3. Its when you get passed that. A few pop boosts a bunch a schools and hospitals and done. Run it up to 100% schools. You don't even have to train teachers.
The only thing slowing you down to build em is the market
