How about adding the ability to pay back part of loan at a time instead of all at once.

Right now it is like SimCity2000 only can pay back all at once as all the while charges the full intrest makes it harder to pay back. If you have a 600B Loan like me maybe make a payment of 100B then anothor at 50 later and so on till it is paid off

When the loan pays back on its own, if you've got some of the cash on hand, it should convert to a lower loan automatically. You can simulate this effect, early, by requesting loans to cover the rest of the bond you want to recall, then recall the larger bond.

I haven't done much with loans but I do remember seeing an early payback fee.
If your thinking of refinancing with a smaller loan do the math first, it may be cheaper just to keep the existing loan.

Overall loans aren't a big part of the game, they're more of a utility just to keep things running.

What Will was suggesting is an alternative for you to lower your debt.

Why don't you ask someone on the Security Council of your world to submit your country for 2T$ aid.
