Even when the military expenses has dropped, the need for Ammunition Quality Upgrades can be a great challenge to acomplish, specially when this item is in cronic shortage and the price is very high.

While the military is cheaper to build, the amount of Ammunition Quality Upgrades needed crashes your economy really fast.

Is there any way to maybe limit the use of this item?

I wouldn't waste your time with them. Even at base price, it costs 9.3 million to bring an ammo from 330 quality to 450 quality. With training using ammo, it gets pretty expensive to maintain ammunition at 450 quality in your deployed units. I would recommend only using weapon upgrades, as weapons do not get used up over time, so they are worthwhile to upgrade. Bring all your deployed weapons to 450q, and just purchase ammo at 330q. This gets you to 390 quality fighting level.
