Budgets, Funds, Reserves and Banking

I would like too see the ability to draft my countries budgets by hand. I believe this was a previous feature. Giving players the option to set their national budgets would be an amazing. Countries could then determine how much they wish to spend in areas and could even be broken down to much more detail by allowing players to specify budgetary line items. This could also be used too set the monthly spending limits, as many players want to remove them they could do so using the budget system. It could of course be made an optional item and allow players to retain the current system of spend what you use without a budget. Or just allow players to set monthly spending limits.

Funds and Reserves would be an awesome addition. Being able to set up specific funds for say war preparation and reserve monies there that aren't touchable unless the player allows it. This could be built upon to create a national reserve, when the player budgets amounts an
