Why was Goods Transfer feature removed!?

How come we can no longer transfer weapons & other goods between countries within empires? This is very annoying.

Is that true?
where is it?

we did not make any change and it should work.

My mistake! It disappeared for me because I had loan debt! I did not see that part written at first. I was confused & thinking the feature was removed. Sorry, Andy.
