I think geographic location of resources would add a lot to the war game. It would give people a good reason to attack and try to hold specific areas.

Along with a pollution index you should also be able to park your heavy industry at the downwind/downstream edge of your country and make much of the health and water problems occur next door. They should also had an international court were countries can sue each other or get corporations fined and/or shut down.

Some industries like sport, vacation, and fishing should be incompatible with industries like coal, stone, and wood. Countries with a high concentration of heavy industries should also have a higher demand for sport and vacation because the population will want to get away more often.
