They have 2 reasons to be annoyed. The first is that they could have received a helpful gift instead, the second, and more important one, is that they now lose cash and employees to keep those weapons active.

Then consider it punishment for abusing secure mode.

people used to get military gifts???? well the stuff you find when looking at old suggestions, though this isn't a suggestion really.
