Transfers from your country to your ceo (Little Upsilon)

Many players like to store weapons, ammunition, and other goods in their ceos. So I suggest that we simply be allowed to transfer these goods such as we would between countries in an empire.

Reasons:
1. Direct transferring a ton of goods is quite the annoyance...
2. I don't see why we should have to sell goods to ourselves...it seems quite counterproductive

Any reasons why this shouldn't be?

Does CEO debt get hoisted onto the country if the CEO de-regs? Otherwise this would be so easily abusable
