Defensive Arms Deactivation (Kebir Blue)

I read that you were going to fix the problem with deactivating defensive weps in secured mode, but I still cannot.

I think you need to reach level 2 before your allowed to deactivate your military.

Yes, the only way to do it, is if the game deems your defense is "strong" as opposed to "weak".

There is a way around that problem, however. Set government salaries to 0. By the time they start to drop below 1/2 the corporate ones, your military'll start deserting you, forcing weapons deactivation.
