You only get so much spending space per month to start out. But when the country is auto ordering supplies and/or military weapons/ammo this reduces the spending space available for manual purchases.

Military spending limits are from a different pool than other products. That is listed as military spending space. Your country constantly auto orders ammo for existing batteries/weapons. That uses up some (and in really lean ammo situations) possibly all of it. When the space is used up, it will not allow you to manually order or purchase/transfer military weapons/ammo.

Boosters are a way around this if you are in a tight spot. You can increase spending space for the military. Also check your budget and make sure your military is properly funded. Automatic budgeting is the smart way to go.

You have to remember that just because you are transferring weapons/ammo from one country to the next does not mean that country isn't paying you for those weapons/ammo. It is just at a reduced rate from the market price. But it still uses up military spending space to do so.

You will also have problems transferring weapon/ammo when your country is deemed to have a bad economic situation (taking losses). It will automatically reduce and sometimes even totally shut off military spending if the game thinks you are in a financial crisis. This is a defense mechanism that was built into the game to help prevent people from making huge mistakes that they could not recover from. This was decided a long time ago and when you think about it, it really was a good idea to do so.

Many players were just giving up on the game after bankruptcy instead of learning what mistakes they were making and given a chance to correct them. You have to remember that the GM's get stuck with alot of crap after a bankruptcy because they guarantee all loans. This measure of putting in bankruptcy protection and warnings such as these was a way to reduce their risk of taking on our debts.

I hope this helps.
