It's probably someone returning from the Hall of Fame Dungeon. HoF'ers are knocked down in the rankings as slaves are.
When their term in the HoF expires, their score is ranked as it normally would be.
Also, it could be someone switching their leader nation--the slave nation would jump at being the new leader nation for a similar reason. |

Yep, he popped out of the dungeon. Anyone who wins a number one award for a calendar month gets bestowed upon it a bountiful booty of coins and a 6 month term in the Hall of Fame "dungeon".
They pop out automatically after their 6 months are up and filter in whatever spot they would be in had they not been in the dungeon.
