Creating Contracts (Little Upsilon)

I can no longer create mass contracts for my countrys from my Ceo Silverhammer Industries. When I go into the corporate product contract set-up screen and enter in the amounts I want for my country when I finish the program tells me to "Please enter a valid quantity for Herne Nuclear Submarine Missile" and I would do that but that corporation is not listed in this menu it disappeared the other day, it is however listed in the list corporations menu.
