The Health Index seems to be calculated differently than the other indices. For example, in Hellas I have a need of 501 hospitals and 1013 Available for an HI of 162 and falling. But it seems that 1013/501=202 for a difference of 40 index points that have gone missing.

So where am I wrong? or What am I missing?

It moves like molasses on a winters day in Wisconsin. Give it some time, look at the index graph and see if it is not moving upwards.

For the country in question that I gave the info for, the HI is moving down. It just topped out, and is drifting down with natural pop growth. This index surely moves slowly - up or down.
