Extending Presidency of a country (Fearless Blue)

I used to be able to use up what ever GC's I had to extend my pres. But now when I click on the country/world thats expiring it's takes me to the paypal page.
Is this how it's going to be from now on? If you don't have the full 30 GC's it wont let you extend?

I haven't seen the problem you're having, but you can also purchase boosters for your main country/enterprise. Each 1 GC booster extends your membership by 1 day, so effectively the booster is free.
