It doesn't appear that my back to work schools are working. Here are the stats:

In Nov 2670 in LEMBA I had 2,142,530 housewives that had returned to the labor program. I have had 20 back to work schools running till now (May 2677). I currently have 2,178,160 that have returned.

So in 78 game months I have had 36,000 wives return to the labor market. It should be closer to 1.5 MILLION housewives. (20,0000 x 78).

In MY KIND OF TOWN I have seen the same thing.

Nov 2670 with 25 schools:
max that can return: 6.441 million
number that have returned: 2.228 million


May 2677 :
max that can return: 6.603 million
number that have returned: 2.353 million

so 124,000 have returned..... but it should be 1.95 MILLION.

In both countries I have over 4 million housewives available.


what gives?

Well I just took a look at your empire. You must first ask yourself how can a woman or man return to the labour market when all your corps are full and you have stopped opening new corps. Both your emlployment indexes are at 88 and 90. That means you have people sitting around doing nothing if its not close to atleast 95-98 or even 100. Update your education priorities so that they do not exceed the number 120 and focus on making more prof's that way you can open up some FMU corps and than you will see a BIG difference. Lower your SS to 70% this will force them to want to work abit harder aswell. Also you only have 2 special clinics in Lemba those you should have atleast 10 so you can also help your disabled return to the labourforce and help your economy grow.

It looks like the issue here is that you've returned the max number back to the workforce. You have two constraints on the number of housewives that can be returned to the workforce. It would be the lesser of:

1) A maximum of 40% of the number of workers you have in CEO controlled corporations (In "LEMBA", this is 12,996,332 * 40% = approximately 5,198,533 housewives able to return) (unless you have a ridiculously low number of CEO corporations, this number is never the limiting factor), AND

2) A maximum of 50% of the total number of housewives you have. In the case of "LEMBA", you have 4,357,816 housewives, so the maximum you could return to the workforce would be 2,178,908 housewives back to the workforce.

The lesser of these two numbers is 2,178,908, which would be the maximum number of housewives you could return back to the workforce. This closely corresponds to what you listed above. The same applies to disabled workers/special clinics, as well, btw.

I knew that 40% of the number of workers in CEO corps would be able to return. I did NOT know that there was the second limit of 50% of total housewives.....That must be buried further in the documentation.

Thank you Jack for bringing this up and thank you Daelin for the explanation. I've started cutting back on my "Back to work" schools as I'd Maxed on the 50% of houswives.
