Nuclear targeting of towns and counties (Little Upsilon)

Can anyone confirm, that while counties can be targeted by nukes, that they cannot actually be hit?

You cannot launch a nuke at a county (or town).

I've launched quite a few actually, None have hit though, I was just wondering why, I thought that was fixed.

You can launch them, they just don't do anything. Forts and factories too.

Perhaps it was because the tarrget was defended with anti-nuke batteries
