The game says that I have an expired enterprise or country so I can't bid on population.

Neither is expired. What gives?

Did they fix this?

I have a perhaps related problem. I've been over the numbers (in Documentation/ features) for level 5 for six months (SC) , and also have 1T + in cash in each country. The Gamemaster still hasn't upgraded me or awarded my GC's. Is there some other requirement not mentioned in the documentation or is there some problem in the SC system.

Jack, I presume you are sorted or you would have posted further. A log off/log back in is probably the cure for this.

Joe, click on the green level 4 on your country home page and a whole list of all your indexes will show along with required indexes for the next level. A tick will tell you if you are high enough, a cross - that's the one you need to fix.

Thanks Crafty, I took a look and there are no crosses. The Cash Row shows more than 1T avg per country (actually each is over 1T) but no check, no cross. I rolled into the next SC month and nothing happened so I offered a GC just to be sure (and to fiddle around with the stock market), and now it's accepted so cash should not be a problem. I noticed that the defense force index is greater than 100, but the defense index itself (I guess this combines offense and defense) is less than 100. The language is the same for other levels, all say "defense index", but they advance you to levels two, three, and four if the "defense force alone" is over 100. Is this different for level 5, or have the rules changed? Note, there's no cross anywhere, so it doesn't point to a place that needs attention.

Levels 2, 3, and 4 have a Defense Force Index requirement of 75, 100, and 100, respectively.

Lvl 5 adds the Defense Index requirement of 100 on top of the Defense Force Index requirement of 100.

By the way, the Defense Index is calculated as:
(Defensive Force Index x 2 + Offensive Force Index + Strategic Force Index) / 4

If you're solely using defensive forces to get your Defense Index up, you'll need a Defense Force Index of 200 to get a Defense Index of 100.
