I just joined the game & after setting up corporations asked for an invite to a common market on Little Upsulon. I then cancelled the request - browsed a few more Common markets & decided I had made the right choice previously & received this message when I requested an invite:

You have to wait a couple of months before you can start a voting on this subject again.
There should be some warning about having one chance to get into the Common market - now I have to wait 3 months to request an invite?? This will affect my economy
